The Underground Cache is in the north east of Hell's Kitchen at the entrance (ground level) of Fisk Tower.

The Underground Cache is on the roof in the north east of Hell's Kitchen.
There is a container, the entrance is blocked by boxes, which you can smash or you can pull open the doors with L1 + R1.

The Underground Cache is inside the Roxxon Lab. It's the small closed off room next to the big hall where the Nuform is.
You can get there through the vent that gets you to the big hall as well.

It's at the very end of the docks.
