You have to move on top of the green antenna and move it to the next red one so it turns green. Then swing over to the just turned green one and do the same until you have all of them. - While dodging lightning.
When all antennas are done, you have to climb the Oscorp tower. There turn each antenna to the outside towards the blue mission markers.
Mission Completed.
